A值法估算某市环境空气总量(SO2)(17700字)
    摘 要:大气污染物总量控制则是从总体观念上来控制大气污染的一种方法。它以大气环境容量为依据,控制给定区域内大气污染物的允许排放总量,并且优化分配到各污染源,从而确保该区域大气环境质量能满足相应的环境目标。本文概括介绍了总量控制的背景、概念及内涵,综合分析了总量控制理论在国内外的发展。通过对大量文献的研究分析,对目前国内应用比较广泛的几类大气污染物总量控制方法进行了详细评述。在考虑城市未来发展的前提下,提出首先对城市各行政区域进行大气环境容量计算,制定各行政区域的环境管理目标,在其基础上重点对总量控制区域进行污染物排放总量计算与优化分配的污染控制思路。案例分析结果表明,控制方案科学合理,与实际情况亦大致相符。

 A value method to estimate city environment air volume (SO2)
    Abstract:Total emission control of atmospheric pollutant is to control air pollution from an integrated viewpoint. It is based on air environment capacity, control the total allowable emission of atmospheric pollutant of the region, and share the allowable emission in all the pollution sources. So that the quality of regional atmospheric environment can meet the environmental goal. The practice of the past few years show that Total emission control of atmospheric pollutant is not only an effective way to solve environmental pollution, but also the only way to control urban air pollution. However, Total emission control of atmospheric pollutant as a new type of pollution control method, it is not to be perfect neither in theory or methods. So, it is a very necessary and important to do deeper research on the method of total emission control of atmospheric pollutant, and improve total emission control method of atmospheric pollutant for the control of China's protection of the atmospheric environment and the promotion of total-amount control. It introduces the background, notion and connotation of total-amount control, analyses the development of total-amount control theories in domestic and overseas. According to the analysis of a great deal of literature,a review of the methods used widely in our country for the control of total emission of atmospheric pollutant and a Comprehensive analysis of advantages. Considering the future development of cities, the paper present a pollution control idea, which the capacity of the atmospheric environment of each district is calculated, environmental management objectives are developed, then it focus on the total emissions control area calculation and optimal distribution of the total emissions amount.The result of the case showed that control programme is scientific and rational, and also broadly in line with the actual situation.
