摘    要
自1978年改革开放以来,随着我国现代化进程加快,地方基础设施投资建设快速发展,地方性融资需求高速增长,地方政府投融资平台公司发展迅速。总体来看,通过地方政府投融资平台公司把政府信用、银行资金和市场力量的优势结合起来,对促进地方基础设施建设及加快经济发展发挥了积极作用。但同时地方政府投融资平台公司也产生了一些问题,主要是融资债务规模增长迅速,运作不科学、不透明和不规范;地方政府违背规定和政策变相为融资债务提供担保,导致公益性债务负担过重等。为了规范地方政府投融资平台公司的运行,国务院先后下发了《关于加强地方政府融资平台公司管理有关问题的通知》(国发〔2010〕19号)和《国务院关于加强地方政府性债务管理的意见》(国发〔2014〕43号)等文件,要求政府和平台公司分清各自职责,政府不得违规为平台公司贷款提供担保,所以众多地方政府投融资平台公司面临着市场化转型以实现可持续发展的严峻问题。
海南省洋浦开发建设控股有限公司(简称“洋浦控股公司”)是为实现政府主导洋浦开发建设,2008年1月经海南省政府批准设立的省属国有独资企业。作为海南省洋浦经济开发区121平方公里土地的开发建设主体、资产运营载体、投融资平台及重大项目的“孵化器”和“推进器”,承担着海南省洋浦经济开发区开发建设的重任。 是典型的地方政府投融资平台公司,对其转型发展战略研究可以反映出地方政府投融资平台公司转型发展战略的共性。

本文运用战略管理的理论,基于PEST宏观环境分析方法和SWOT矩阵分析方法,通过分析地方政府投融资平台公司发展面临的宏观环境、行业竞争环境、洋浦控股公司发展面临的机遇与挑战,以及洋浦控股公司自身的优势和劣势,提出了洋浦控股公司的发展战略以及实施措施。通过分析研究,得出以下结论:
第一,用PEST宏观环境分析方法对当前地方政府投融资平台公司尤其是洋浦控股公司的政治法律、经济环境、社会文化、技术环境进行了分析,指出地方政府投融资平台公司转型发展趋势,以及洋浦控股公司的“开拓经营性项目,多元化股权投资,可持续发展”的发展趋势。
第二,深入分析了洋浦控股公司的内部条件:没有建立统一的企业文化,价值观念不统一;内部管理比较粗放,人浮于事的现象比较严重;人力资源建设滞后,未建立能进能出的用人机制和奖惩机制,还没有完全跳出国有企业人事管理的巢臼;资产负债率过高,现金流不足,资金供给压力大。
第三,通过SWOT分析,提出了洋浦控股公司转型实现可持续发展的战略及措施,即采取以“水平多元化战略”为主,“前向一体化战略”为辅的市场化转型发展战略,实行建立“为洋浦开发建设服务,与洋浦控股共成长”的企业文化,实施精细化管理,引进优秀人才,做好债务甄别剥离,加强项目建设,开拓经营性项目,多元化股权投资,重要资产证券化,引进社会资本九大战略措施,同时做好政策、人才、资金、管理四大保障,就可以由平台公司转型为集基“础设施建设、工程管理、水务、酒店、房地产开发、港口物流、能源、商贸为一体的企业集团,成为国内园区一流企业”,实现可持续发展。

本文的创新是针对政府和平台公司分清职责,债务剥离后平台公司面临市场化转型的严峻形势研究不足的问题,以作者任职的典型的地方政府投融资平台公司——洋浦控股公司为研究对象,通过分析研究对象的外部、内部环境,提出了研究对象的发展战略及措施,为地方政府投融资平台公司市场化转型实现可持续发展提供借鉴。

Abstract
Since the reform and opening up in 1978, along with the acceleration of China's modernization process, the investment and construction of local infrastructure has been developing rapidly. The demand for local financing has increased rapidly, and the local government investment and financing platform company has been developing rapidly. Overall, through the combination of local government investment and financing platform company's advantages of government credit, bank funds and market power, it plays a positive role in promoting local infrastructure construction and speeding up economic development. But at the same time, local government financing platform companies also have some problems, mainly is the rapid growth of the scale of debt financing, operation is not scientific, transparent and standardized; the local government in violation of the provisions and policy guarantee disguised as debt financing, resulting in the public debt burden. In order to standardize the local government financing platform for the company's operation, the State Council has issued the "Circular on Relevant Issues Concerning Strengthening the management of local government financing platform" (Guo Fa 2010 No. 19) and "opinions of the State Council on strengthening local government debt management" (Guo Fa 2014 No. 43) and other documents. Hainan Yangpu Development and Construction Holding Co., Ltd.
