我国征地制度的弊端及改革思路(13000字)
摘  要：通过我国征地制度的演变，并且运用文献资料法和比较分析法等方法对我国征地制度现状进行分析，指出我国现阶段征地制度的问题和弊端，如征地范围过宽，征地补偿标准低，征地程序缺乏有效监督和公平裁决的机制等，就此提出我国征地制度改革方向和相关的政策建议，从而指出现行征地制度已不适应我国社会主义市场经济发展的需求，应从明析农地产权，完善就业社会保障体系和建立合理的征地程序等方面入手，改革完善现行征地制度。

Study on main problems and reformation design in land expropriation system
Abstract：The purpose of this study is to analyse the changs of land expropriation system of China, within the methods of documentation and comparative analysis ,and point of the main problem in land expropriation system: extended scope of requisition, low compensation standard, lack of mechanism of effective supervision and fair arbitration in requisition procedures and so on,then put forword pertinent suggestion to the land expropriation. The results show that the present land expropriation system is inappropriate in the trend of reformation toward market economy, it is should to reform the system of taking over for using land，to perfect the employment and the social security system and set up reasonable procedure of expropriation. Therefore, reform and consummation land expropriation system imperative.
