摘 要
随着经济的加快发展，我国城市化水平日益提高，城市管理也逐渐受到来自社会的普遍关注。在城市化的过程中，城管执法发挥了至关重要的作用。近年来，西宁市高度重视城市化建设，城镇化水平逐步提高，城管起着积极作用，为市民群众创造了整洁优美的环境，提高了人们的生活水平。但伴随社会不断发展，城管执法中也显现出了一些问题文章联系西宁市城管执法实际，剖析西宁市城管执法中存在的暴力执法、不文明执法等案例，深入探究导致城管人员诸多问题的原因，以期重塑城管的良好形象，为创建素质过硬的城管队伍提出合理的意见建议。
第一部分是导论，导论部分主要是对此次研究的的意义和相关背景进行介绍，同事结合国内外的理论研究和实际经验，对本次研究的思路以及难点及创新点等进行阐释。
第二部分是阐述涉及城管行政执法基本的问题,即城市管理、行政执法、城管执法的概念，同时对城管执法的法律和政策依据予以说明。
第三部分是介绍我国城管行政执法的现状和存在问题。
第四部分是我国城管行政执法实证研究，以西宁为例，重点阐述西宁城管执法存在不足，剖析产生问题的原因,包括主客观、体制以及制度等方面。
第五部分是介绍美国、香港等国家和地区管理城市的经验,为我城管执法提供可借鉴之处。
第六章提出解决问题的切实可行的对策。

ABSTRACT
Along with our country's urbanization advancement speeding up unceasingly, the city management activities has attracted extensive attention from all walks of life, urban management is a product characteristic of administrative management system of China, is a civilized city, a part of modern administrative law enforcement main body, the urban management enforcement affects the construction of harmonious society. In recent years, xining to urbanization, urban management plays an important role in the process, It has played an active role in improving the urban environment, maintaining the legitimate rights and interests of the people and maintaining the government's image. However, with the development of the society, many contradictions and problems have been exposed in the law enforcement of urban management.
