湖北省化肥类石化行业规范规范管理及其应用研究(硕士)(论文26000字)
摘 要
改革开放以来，湖北省石化工业发展取得了长足进步，特别是“十二五”以来，湖北省贯彻落实“工业强省”、“两计划一工程”战略部署，组织实施石化传统优势产业调整改造转型升级行动方案，着力调结构、转方式、促转型，实现了规模翻番、结构优化、质效提升、位次前移的良好成绩，湖北省已成为中部地区重要的石油和化学工业基地。与此同时，湖北省化肥类石化工业整体发展仍然存在一些深层次的矛盾和隐忧，并逐步显现。如产能结构性过剩、自主创新能力不强、产业布局不合理、行业整体效益不佳、生态环保和安全生产压力不断加大等问题，虽然制定了《省人民政府办公厅关于加快全省化肥产业结构调整促进转型升级的意见》，《湖北省关于加快推进石油和化学工业调整改造转型升级行动方案》，但各类问题还是不同程度的存在，制约了化肥类石化工业的可持续发展。
因而，本文研究湖北省石化工业规范管理，主要目的在于分析政府如何科学、有效地推进一个区域内的工业企业走向安全、节能、环保、可持续发展之路，提出相应的法律、政策和措施建议，为区域石化工业实现转型升级、绿色发展提供参考。研究主要分为五个部分，第一，提出本文研究的意义，综述国内外研究现状，描述本文的研究思路和方法，设计本文的研究框架。第二，概括工业行业规范管理的概念，总结行业规范管理的目标和职能，介绍我国石化工业规范管理的变革历程。阐述工业行业规范管理的基本理论，界定行业规范管理的内涵，分析行业规范管理的作用，尤其是行业规范管理对促进产业转型发展、绿色发展的作用。研究行业规范管理涉及的宏观调控、政府规制和日常行政规范管理的不同作用和联系。第三，总结近年来湖北省石化工业规范管理工作面临的形势、采取的措施和政策路径，概述湖北省石化工业发展取得的成绩。第四，分析湖北省石化工业规范管理存在的问题，不仅从政策制定、执行、监管等方面找问题，也从行业发展体现出来的突出问题来寻找行业规范管理存在不足。总结提炼出解决当前湖北省石化工业规范管理问题行之有效的具体对策和措施建议，，如制定危险化学品企业搬迁入园整体工作方案、建立不合规园区退出机制、探索建立省级化工新材料首批次应用保险机制等等，都有很强的建设性与可操作性，可为其他地区石化工业规范规范管理提供借鉴。

Abstract
Since the reform and opening up, great progress has been made in the petrochemical industry in Hubei Province. In particular, since the 12th FYP, Hubei Province has implemented the strategic plan of "strong industrial province" and "two plans and one project", and has implemented the readjustment and restructuring of the traditional superior industries of petrochemical industry The program of transformation and upgrading focused on structural transformation, transformation and transformation and achieved good results in doubled scale, structural optimization, quality improvement and advance ranking. Hubei Province has become an important oil and chemical industry base in the central region. At the same time, there are still some deep-rooted contradictions and worries in the overall development of chemical fertilizer and petrochemical industries in Hubei Province, and gradually appear. Therefore, this paper studies the normative management of petrochemical industry in Hubei Province, the main purpose of which is to analyze how the government scientifically and effectively promote the industrial enterprises in a region to the road of safety, energy conservation, environmental protection and sustainable development, and put forward corresponding laws, policies and measures and suggestions , Provide a reference for the regional petrochemical industry to achieve the transformation and upgrading and green development. The research is mainly divided into five parts. First, the significance of this study is put forward, the current research situation at home and abroad is reviewed, the research ideas and methods of this paper are described, and the research framework of this paper is designed. Second, summarize the concept of standard management in industrial industry, summarize the goal and function of industrial standard management, and introduce the reform process of standard management in China's petrochemical industry.
